I have looked for a while for a program that allows you to cut from a picture and paste. Like let's say you take a picture of a dog and a cat and you want to cut the dog's head and put on the cat's head (just an example,( lol!) what program allows you do this sort of colol stuff?

The best program to use is Adobe Photoshop. You can anything you want for your pictures as long as you're familiar of the tools and functions. Try it!

Adobe photoshop is also my favorite. Photo editing is a very old subject and there is a lot amusement around the subject.

I vote with both hands for Adobe Photoshop.
I think it's possible to download a trial and do your job with that.
